Colorado Water

The feds have given the 7 Colorado River Compact states until April 1st to come up with a plan to share the Colorado River shortages, according to the Rocky Mountain News [December 18, 2004, "Water, time drying up"]. The short timeline plays into the hands of districts that have junior water rights since they are given a status equal to the oldest water claims. Pat Mulroy from the Las Vegas area is probably dancing a jig. The Rocky quotes Mulroy as saying, "It's easier to absorb a shortage if you have partners to share in the pain." It's also easier if you ignore prior water rights and threaten a solution from the feds that'll undoubtedly favor political cronies.
