Two psychology journals open backfiles. Journal of Applied Behavior Analysis and Journal of the Experimental Analysis of Behavior, both published by the Society for the Experimental Analysis of Behavior, have recently released their fulltext backfiles, from mid-1996 through 2001. Future volumes are to be released for free access annually, maintaining approximately a two year lag.
