Update 10:26 PM: Bought it ($18) and gave it a whirl - not great, but not bad. There's some good news channels, which, of course, you can also access through their websites without this application (like BBC and FOX News), but I guess the convenience of having them within one interface is worth something. There's a lot of traffic cams and an assortment of education/science type channels. Some listed channels are not accessible and the quality of some channels is terrible. Maybe "cheap" is not the right word in terms of what you end up getting (i.e., you get what you paid for), but it does add some variety to the desktop...
Update 9/20/02 11:10 AM: For some reason, the FOX News channels (there's 2 of them) are actually low quality versions of CNN News - what up with that?
