When we recarpeted the house in preparation for our dog's hip replacement, we took him with us to help us choose his carpet. He trotted along, head held high, and happy as a debutante at a ball. He loved following his owners closely down the aisles. Everyone petted him and he would flop down in a little ball at our feet and look up in glowing warmth at the people who stopped us to talk about him.
As ever, the inevitable story of the rabid chow came up. A man started an argument with three friends, "chows are worse than pit pulls; I saw a chow attack a pit pull and I decided not to mess with chows after that." Of course, he was stroking our dog lovingly as he said this. His friends all chimed in that it was obvious there were good chows, since it was being such a well-mannered and appreciative dog. Our dog pined on every word; I swear he understands some of the conversations he hears. When we left Home Depot, he left many converts, and he basically refused to leave. He wanted to stay and visit all the people in the store, so we had to drag him along, and he cheerfully gave up after about 20 feet. An employee followed us out all the way to the car and asked to meet our dog again.He said he loved chows; now he has to get one.
Whatever it is, our chow has it in spades; and he knows it. Even now, with his hair shorn and looking more like Yoda, from Star Wars, than a fluffy chow, he attracts people. If we're driving in the car, he's leaning on the window in the back trying to make eye contact with the people in the car next to us and he usually succeeds. I've had people call to us to stop so they can meet him (imagine that, in DC). He, of course is making big goo goo eyes at them and being as appealing as any seatbelt wearing dog can be.

We can also reach additional facilities, do more outreach, train more volunteers, screen more pets, and support you better in your visits.

For example, one woman told me of a chow who was supposedly vicious ... she fostered the dog for six months to help her sister while her sister was relocating to a new residence. The chow's personality turned around and it became sweet and docile. When her sister got the dog back, she got so jealous of the dog's sweet temperment and bonding with her sister (the dog had changed) that she took it and had it put to sleep, rather than keep a dog who was gentle and loving toward other people. This may sound extreme, but I hear these stories all the time. The woman wept as she told me this story. She isn't on speaking terms with her sister anymore.
For some reason, mean people get dogs so they can make them vicious. I've heard of dogs chained outside night and day (this story from a man who was proud that his chow was a "vicious guard dog.") What people do to dogs is beyond human understanding and definitely not worthy of man's best friend, the dog.
People and not simply dogs, are the problem.
