DEADLINES & DATES:
I'll try to list all the upcoming dates of importance here, you will have to mine for the details. 

Dear Iowa Library Community,
I wanted to take this opportunity to ask you one more time to contact your legislators about library funding before the special session which is scheduled for May 29th. I spoke with our lobbyist, Amy Campbell, this morning and she said that legislators are caucusing this week and working out a deal on the Iowa Values Fund. The Governor will sign the bills that are still pending on May 30th. So, there is still time to have an impact. Now is a good time to be in touch with all our representatives.
Our legislators need to know what the consequences of their actions (i.e. the Reinvention Bill) will be on library services around our state. Please contact your representatives and tell them what you know about you own budget cuts because of this bill. I would tell them not just dollars, but tell them about the decisions you are making and how that will affect services. If you know you will be cutting Sunday hours, not buying large print, or in danger of losing accreditation (and in turn, state funding), tell them.
Amy also said, "There were a couple of things that happened on the
last day of session, in the Standings bill to mitigate some of the cuts to
cities and counties (not much).
* SF 453 (Reinvention Bill) cut $70 million to counties & cities - $51
million from personal property tax replacements, $10.9 million from M&E tax
replacements, and $8 million in bank franchise fees.
* SF 458 (Standings/Salary Bill) adds back $1.2 million in M&E for
FY04 (but it still is entirely gone in FY05) and $8.8 million of the bank
franchise fee is allocated to cities (60 percent) and counties (40 percent)
where it was generated. This means the overall impact to cities and
counties is down to $60 million.
They still expect to do something more in the special session, and deal with
implementation of the Help America Vote Act.
No add backs for AEAs, just more cuts! They are really going
after AEAs over special education - only they can't underfund special ed so
they are going after the other services."
Talking points to your representatives:
Please do what you can to lessen the impact of the Reinvention Bill.
This bill has a direct impact on library services to your constituents.
Here are what the cuts will mean to library service in your community (including cuts from the county). (Include specific stories of what it will mean to the citizens of your town.)

Upcoming Grant Application Deadlines
LSTA Grants
The State Library is offering FY04 LSTA Competitive Grants to Iowa  libraries.  The deadline for grant applications is August 1, 2003. There will be two ICN  information sessions on June 17 and June 18 for those interested in the  application. The grant handbook, application and guidelines are located at  http://www.silo.lib.ia.us/for-ia-libraries/LSTA/FY04/index.htm.

The two ICN information sessions will be held for those interested in applying for an LSTA competitive grant. Two time periods have been scheduled for
your convenience. Choose to attend June 17, from 9:00 - 11:00 am or June
18, 2:00 to 4:00 pm. These sessions will discuss the FY04 LSTA priorities,
review the application process, discuss the evaluation requirements and
provide answers to questions of potential applicants. The sessions will
originate at the State Library in Des Moines. Currently there are few sites
listed on the reservation, as sites will be determined by those interested
and their geographical area. If you have an interest in attending one of
the sessions, contact Jackie Kokke at the State Library and specify which
site you would like to attend. In the interest of cost saving, an effort
will be made to add sites with lower or no room use fees. Jackie will work
with you to determine the best site. Refer to reservation #386674; Jackie

Arts Council Grants
The State Library of Iowa will host an Iowa Arts Council grant writing
workshop on June 30. This will be a three-hour ICN session from 9:00 to
12:00.

Applicants for Federal Grants Need DUNS
In order to improve the statistical reporting of federal grants and cooperative agreements, the Office of Management and Budget has directed all federal agencies to require all applicants to federal grants to provide a Dun and Bradstreet (D&B) Data Universal Numbering System (DUNS) number when applying for federal grants or cooperative agreements on or after October 1, 2003. Legal Issues for Libraries: A National Update is the State Library's spring program for trustees offered over the Iowa Communications Network (ICN). It will take place on Tuesday, June 3, 2003, 6:00 to 8:00 p.m.

The FY2004 FirstSearch contracts have been mailed. OCLC did not raise prices this year, so it will remain at $.85/per search for the per search databases. Public libraries will once again get 100 free searches per month.

Just a reminder - fax in your renewal forms
The renewal forms for EBSCOhost are coming in fast and furious. Invoicing should be completed in May.

1) Trustee Workshop Via ICN June 3rd: The State Library is sponsoring a
spring program especially for public library trustees. LEGAL ISSUES FOR
LIBRARIES: A NATIONAL UPDATE takes place Tuesday June 3rd over the ICN; the
time is from 6:00--8:00PM. Topics include the library as a public forum,
unprotected speech, privacy and confidentiality issues, and minimizing
liability.
The State Library explains that the earlier start time should better enable
trustees to attend the program on their way home from work. Also note that
all of the ICN rooms scheduled for this program allow refreshments, so feel
free to bring in sandwiches or snacks. Northwest ICN locations are the
public libraries in Hawarden, Orange City, Sac City, Sioux City, and

2) Grant-Writing Workshop via ICN June 30th: Another ICN workshop of
interest to trustees and staff is coming up on June 30th. That day from
9:00AM--12:00PM, the State Library is sponsoring a grant-writing workshop in
partnership with the Iowa Arts Council. Arts Council staff conduct
workshops for educators, non-profits, artists, and community organizations
that are seeking funding support for arts-related programming. This session
on June 30th is aimed specifically at public libraries.
You'll hear directly from grant program managers from the Iowa Arts Council
and the Department of Cultural Affairs on what review panels expect to see
in grant requests. You'll learn how to develop powerful grant proposals.
And you'll hear about the new "E-Grant Application System," new grant
packages, as well as changes to program guidelines.
Many of you will remember NWILS ill-fated grant writing workshop from last
August--the one where we had an audience of 30 but no instructor:-( We
always intended to re-schedule a similar class--now as luck would have it,
this ICN program comes along! I encourage those of you who missed out on
our cancelled workshop last summer to register for this class on June
30th--the ICN is the next best thing to being there:-)
Specific ICN sites and registration information are still pending. Please
continue to check the statewide c.e. catalog for those details
(http://www.silo.lib.ia.us) NWILS will publicize news of ICN locations in
future issues of EYE-OPENER. Public libraries with ICN rooms should note
that this program is currently being scheduled and tagged with Reservation
#396219. If you would like to attend at a specific site, call Jackie Kokke
at the State Library (515-281-4316) to ask about adding an ICN site in your
neighborhood.

3) New Season for LIBRI Foundation Grants: Still more news about
grants--this time grants for children's books. The LIBRI Foundation begins
a new grant cycle this summer, so the timing is right to give you a heads-up
about this opportunity. The LIBRI Foundation is a nationwide, non-profit
organization that donates new hardcover children's books to small, rural
public libraries throughout the U.S. The LIBRI Foundation works with local
library Friends Groups or other community organizations in the grant process
and in distributing the books. The Foundation's "BOOKS FOR CHILDREN" goal is
this: to encourage--and reward--local support of public libraries.
Here's how this grant package works: your Friends Group or other local
sponsors can contribute from $50.00 to $350.00, which the LIBRI Foundation
then matches on a 2-to-1 ratio. A local library could receive up to
$1,050.00 worth of brand new, high quality, hardcover children's books to
enhance their collection.
Many Northwest public libraries have participated in the LIBRI grant project
over the years. And the program is still going strong. So if your Friends
Group is looking a summer project--this would be ideal. Application
deadline is July 15, 2003. For full grant details and an application form,

Day and the official summer kick-off. NWILS office is closed next Monday,

What is a library anymore, anyway? by Michael A. Keller, Victoria A. Reich, and Andrew C. Herkovic
Libraries in the future will undertake local control, especially for long-term preservation and accessibility of digital as well as analog collections. Failure to embrace that role would cause libraries and librarians rapidly to lose relevance and value as Internet and other digital resources develop. Local control of collections is critical both to assure permanence and to provide a key degree of selectivity, which — contrary to the irrational exuberance of making everything available to everybody — is vital to providing service to communities of readers. Librarians need new tools, such as the LOCKSS system, to enable both persistence and selection of electronic information.

The Bill and Melinda Gates Foundation is providing free computers and software to public libraries in Iowa.  The (Your Library's Name) has received (number of) Gateway computers and software valued at ($_________)  The library also received (list any other equipment, such as printers, servers, Spanish language computer, etc.)

In Iowa, 380 public libraries will receive $3,735,000 in computers and software from the Gates Foundation, which has been instrumental in donating computer equipment to libraries in low-income areas in every state in the nation.  Since 1997, the Gates Foundation has made grants to more than 5,800 libraries in the United States and trained more than 7,000 librarians.

The public will have access to the new computers in (give approximate date).
