    FORMS DUE/UPCOMING:

ANNUAL SURVEY  The survey is due 10/31/03. To access the online survey go to http://www.silo.lib.ia.us, click on For and About Iowa Libraries, click on Annual Survey. The survey is due October 31, 2003. Public Libraries with Internet are required to submit the survey online. The link to Web Collect is also on the Annual Survey web page.

Upcoming Grant Application Deadlines

We The People Bookshelf grants
The American Library Association (ALA) Public Programs Office and the National Endowment for the Humanities (NEH) are accepting applications from public and school (K-12) libraries for the We The People Bookshelf grants. Part of NEH's We The People initiative, the Bookshelf project will award the 15 Bookshelf books for young readers to up to 500 libraries across the country. Selected libraries are required to present programs that highlight the theme of "courage" and encourage young readers to explore these works.
Libraries interested in receiving the We The People Bookshelf grant can view the application and guidelines at http://www.ala.org/wethepeople or http://www.wethepeople.gov. Applications are being accepted online until
October 22, 2003 for Round One and February 15, 2004 for Round Two.



1. The State Historical Society of Iowa has had the HRDP funding restored and is inviting applications for preservation projects in documentary collections, museums, and historic preservation. 2. Upcoming IMLS Deadlines

    SPECIAL WORKSHOPS:

SUGGESTION ~~ IF your county is not having a CIPA workshop and you wish to avoid the $25.00 fee workshop make arrangements to attend another county meeting & workshop nearby.
One [WS1] & two hour [WS2] workshops at Fall county meetings, IF REQUESTED, CIPA Classes.
County Meeting Format:    WS1 - CIPA/NCIPA Requirements - 1 Hr. CE
        and        WS2 - Plus review of required policies & technology plan - 1 Hr. CE
For the WS2 session you will need to have your Internet policy & AU or other computer policy(s) with you.   Bring note taking materials there will be no handouts since there are no fees for the county association CIPA workshops.

Library 101 for  December. We have a date now that we hope will work for everyone.

NOTE: While Library 101 is intended primarily for new directors it is not a bad idea for experienced directors to attend from time to time as a refresher, to send any up and coming staff that you are attempting to groom for advancement, or maybe even a highschool kid who might like to learn more about the profession.

This one is important, make certain you attend at least one session:
On November 4-5, 2003 three sessions of Hard Times / Smart Choices are being offered by
the State Library in response to the impact of the Reinvention bill on Iowa's public libraries' budgets.

Workshop topics include:
1) Rethinking what you can realistically do well with the resources you have;
2) Making hard choices so life does not make them for you;
3) Improving productivity by getting everyone on the same page in terms of what needs to be done;
4) Improving individual and institutional stress management techniques so people are not making themselves sick and bitter over things they cannot control and can make better choices about things they can control.

Preservation 101: Keeping collections safe ICN sessions will be October 21 (Storage) ,  2-5 pm, the hands-on session will be November 14. ICN sites will be Bettendorf, Boone, Cedar Rapids, Charles City, Clinton, Decorah, Dubuque, Ft. Dodge, Grinnell, Hudson, Iowa City, LeMars, Marshalltown, Mt. Pleasant, Pella, Spencer, Vinton, Urbandale. The hands-on session will be at the Murray Conference Center, Living History Farms.

2) Gates Computers News Release: Now that the Gates computers are here and
training is in full swing, it's time to spread the news about what a
wonderful gift these computers represent. The Gates Foundation Library
Computer Project finishes its 6-year national effort in Iowa, where 380
public libraries received $3,735,000.00 in computer hardware and software.
Since 1997, The Gates Foundation has awarded grants to public libraries in
every state, totaling over 5,800 public libraries across the country. For

3) Display / Bulletin Board Ideas: If you're stuck for ideas for display
cases or bulletin boards, here's two ideas that should fascinate men and
boys especially: baseball and airplanes. October is always World Series
month (could the Cubbies go all the way this year?) But did you know that
2003 marks the 100th anniversary of the World Series games? The very first
World Series was played on October 1, 1903 between the Pittsburgh Pirates
and the Boston Pilgrims. Even though the Pirates were favored, the Pilgrims
actually won the series five games to three.
Speaking of milestone anniversaries, this December marks the 100th
anniversary of the Wright Brothers successful flight at Kitty Hawk. On
December 17th, the 1903 Wright Flyer became the first powered,
heavier-than-air machine to achieve controlled, sustained flight with a
pilot on board. Next month, an exhibition opens at the National Air and
Space Museum of the Smithsonian in Washington, DC. To date, the 1903 Wright
Flyer has always been displayed suspended from the ceiling. But when the
exhibit opens in October, the legendary aircraft will actually be displayed
on the ground, providing visitors with a first-time-ever opportunity to view
the flying machine up close in amazing detail. For more information on the

Both centennial celebrations will make for two fun topics to occupy display
cases, bulletin boards, tabletop displays--even your websites.

"LIBRARY 101" takes place tomorrow September 30th over the ICN. "LIBRARY
101" is offered 4 times each year for the benefit of new library directors;
new support staff and trustees are also welcome. Given who we
"knew-to-be-new" when scheduling the September broadcast, Northwest ICN
locations this time are Estherville High School and Western Hills AEA12 in
Sioux City. Tomorrow's program runs from 9:00AM--12:00PM and is worth 3
c.e. credits. The next "LIBRARY 101" is scheduled for December 18th.

The Library Service Areas and the State Library of Iowa are collecting information about the impact of the Reinvention bill on Iowa's libraries' budgets, and we ask your assistance by filling out an online survey. We appreciate that you have many reports to fill out at this time of year, but it is important that we collect data from all public libraries in Iowa and we ask your patience in filling out one more report.

Editorial Comment: Small and Rural Serving Public Libraries are the most efficient of public services paid for by tax money today.  Only an idiot or damn fool would even consider looking to the public library for abuse of the public trust.  BUT despite that, we, as public librarians, must continue to look for ways of becoming more efficient in providing services to Iowans. 
In county meetings this year the LSA staff will be asking the question: "What is one service or function that you could/would give up if you had a chance to dump it on someone else?"
For example – most of you have given up the responsibility of filing for the e-rate program, so what other thing would you like to dump if you could?

The Funding Year 2004 Window will open at noon on Wednesday, November 5, 2003, and close at 11:59 PM EST on Wednesday, February 4, 2004.
Request for information1 (current status & planed changes) PLEASE fill in and return ASAP.



The Consortia 471 (application) has not yet been approved by PIA Sooooo you should not yet be getting discounts, as soon as the FCDL (SLD for Funding Commitment Decision Letter) comes in I will file the Form 486 and then it takes 1 to 2 months depending upon your telecommunications vendor (SLD for phone company).xx CIPA below.  Ken (:-{}}}

CIPA Workshop: You may attend one of the free county meeting CE [1 or 2 ce's] sessions or a class in West Union on December 15, 2003 [4 ce's] from 1:00 to 5:00 in the new computer lab and conference room.  There will be a fee of $25.00 for this session.  Any library not represented at either the free county meeting session or the West Union class will not be eligible for participation in a Consortia filing for services covered by CIPA/NCIPA.
There will be scholarships available for "exceptional" circumstances, but you must contact Ken well ahead of the scheduled county meeting time to qualify for a scholarship.


From last week 9/26:  As I write this I am in the second day of a three day e-rate training session with side meetings about CIPA/NCIPA.  I am learning a lot of things that none of us will like much. 
1. Technology Plans ARE back:
 "...Programmatic Subcommittee of the Schools & Libraries Committee approves the Schools and Libraries Division management resolution that library consortia technology plans may be used to fulfill the requirement for individual libraries to have a technology plan if
(1) they support and validate the services requested by the local library; [we are OK here]
(2) are based on a collaborative planning process; and [has yet to be done]
(3) follow the guidelines set out in the issue paper. [??]
OR you will need to write a Technology Plan for your library, have it approved by the SLI and forward me copies of the plan & the approval letter from Judy at SLI.

2. Voice mail is now eligible

3. All services except Month to Month (MtM) & tariff MUST have signed contracts

4. Consortia MUST have: Signed Letter of Agency
            Signed Form 479 w/ copy of relevant documents
            Statement of services and costs - Item 21 attachment - Format to follow

There are some improvements in the program that we will like, in a year or two anyway.

CIPA - As has been said before, the only part of CIPA/NCIPA that had been waved for libraries was the TPM (filtering) requirement, spot audits of libraries has shown that many have not complied with the NCIPA policy requirements.   PROBLEM: If the Consortia is audited I have 479 forms for everyone, if YOU are asked to send in a copy of your AUP to PIA, contact Ken immediately if not before.
