EYE-OPENER:
NOTE: This
is the full issue of the EyeOpener which is the e-letter of the Northwest
LSA. Normally I edit the e-letter and take out their local only materials.
But PLEASE read this with the understanding that it is directed toward
the libraries of Northwest NOT (necessaryly) toward the libraries of NEILSA.
Each LSA has some programs that differ from the programs of some or
all of the other LSA's
Good Morning! This time in EYE-OPENER:
1) Corner Programmers & Brass Tacks April 19th
2) NWILS Annual Workshop in Cherokee
3) April, May, and June Workshops Around the State
4) This Week's Events
1) Corner Programmers & Brass Tacks April 19th: Two roundtables
gather for spring meetings on Monday April 19th. "Corner Programmers"
(children's services roundtable) and "Brass Tacks" (library directors' roundtable)
are both meeting April 19th at Cherokee Public Library. "Corner Programmers"
have the morning from 9:30--12:00, then "Brass Tacks" in the afternoon from
1:00--3:00. Lunch is on your own. In past years, these groups
have held joint meetings in the spring and it's worked out well in saving
travel expenses. The roundtable format is worth 1 c.e. credit.
Please RSVP your plans to Mary Jo Ruppert at Cherokee P.L. (cherdir@ncn.net
or call 712-225-3498) And let Janie know too so she can prep enough
c.e. certificates and track of attendance (jbeauli@nwils.lib.ia.us
or call 800-352-4982)
2) NWILS Annual Workshop in Cherokee: NWILS annual "Spring Fling"
workshop at the Cherokee Community Center is scheduled for Thursday May 6th.
The topic this year is "The Road Best Taken: Learning More About Information
Literacy." It will be presented by Mary Wegner and Mary Cameron from
the State Library. This program encourages public libraries to step
more fully into the arena of INFORMATION LITERACY--defined as the ability
to find, evaluate, and use information effectively in all its formats.
Mary Wegner and Mary Cameron will explain this important, emerging role for
public libraries. Topics are expected to include the concept of "pathfinders,
along with successful Internet search techniques, and improving reference
interviews. Exercises and small-group work is planned.
The cost is $7.00 for breakfast goodies and a catered lunch (chicken breast,
salad, dessert, beverage) Please register online from NWILS website:
http://www.nwils.lib.ia.us/class.html As always, we'll appreciate your
check sent ahead of time, made payable to NORTHWEST IOWA LIBRARY SERVICES.
Paying in advance helps ensure people's attendance--and greatly eases things
at the welcome/registration tables. Make plans to join us in Cherokee
for "Spring Fling 2004!"
3) April, May, and June Workshops Around the State: Spring has sprung with
lots of education and training opportunities around the state. Please
note these dates and topics, then make plans to attend whatever workshops
will be of most value to you. Just follow the links provided for full
details of program content, time and place, registration info and fees:

join the group from Western Iowa Tech here in Sioux City; the ICN portion
of the meeting begins at 7:30PM.
And tomorrow is "C.E. JAMBOREE" at the Hospers Public Library/Community Center.
We're expecting a great turnout with over 60+ people registered! NWILS
staff will be there, so consequently the office will be closed tomorrow.
Feel free to leave voice mail or email messages while we're gone and we'll
get back to you on Wednesday. Looking forward to a fun day of relaxed
learning at "JAMBOREE"--see you tomorrow:-)

Building Consulting Grants
The State Library allocates Library Services
and Technology Act (LSTA) funds to provide Iowa libraries with building consultation.
These grants allow librarians to get professional advice from impartial
consultants who provide guidance and recommendations to library staff, city
officials and the community on the extent and complexity of a building
project. The building consulting grants have been funded by the
State Library since fiscal year 1994. Grants of up to $2,500 will
be awarded as funds are available. A library
that has received the entire $2,500 grant is not eligible for another
one.

You Wrote: Edited letter from (a library):
Q: We would only be filing for POTS, would it be easier
for us to file our own?
No, it would be a very little bit easier for me if you did it, about 1/2
hour each year.
The FCC & OMB think you can do it for:
Technology Plan - ? 20 - 30 hours
(maybe) [Required for all but VERY simple POTS]
Form 470 4 hours
Form 471 4 hours
Form 486 15 hours (2nd time 1.5 hours)
Form 500 (if
needed) 1.5 hours
Form 472 (if
Needed) 1.5 hours
Technology Plan - ? 20 - 30 hours
(maybe)
PIA
(per visit) 0.5 hours ???
SOOOOOOOOOOOOOOOOOOOOOOOOOOOOO 13 - 40 hours; depending.
If we assume best case all the way around; 1/2 hour for me 13 hours for you.
In my humble opinion I would rather have you spend the 25 times more doing
children's programs or whipping the staff or what ever you do and I'll spend
the 1/2 hour doing e-rate (which involves NO children).
Also that is the best case, if you were to not reply to my requests,
then it might take me an hour to do your POTS application. On the other hand
IF you can actually do the whole year in 13 to 20 hours you will be very
lucky, I spend more time than that every year just checking rule changes
something that takes just about the same amount of time for one library as
for 80, that is the real time killer.
and if so where do we start?
How to apply: http://www.sl.universalservice.org/ContentInc/APPLY/default.asp

history of reference work. Nearly every aspect of the work has been
re-examined, called into question, rethought and revisited as the
contexts in which it goes on change." Issues to be discussed include
privacy, collaboration, customer service, staff training and
organizational changes.

Small City Workshops 2004: Keeping the Books
in Order
The tough financial times affect all cites in Iowa. However, small
cities have fewer options for increasing revenues or cutting service costs.
The first half of our workshop will focus on budget options that are available
to small cities. The session will include ideas, strategies and materials
to assist small cities in expanding their financial base and service options.
The community center for the many small cities is the public library.
State budget cuts have severely affected library budgets. Following dinner, Sandy Dixon, consultant at the State Library, will
provide an overview of library operations, the options available to small
cities and identify opportunities for nurturing and strengthening your city's
commitment to this important learning resource for the whole community.
Since all cities are required to provide financial support to libraries,
even cities without libraries will want to attend in order to maximize their
financial commitment.
Workshops are held from 5 to 8 p.m., include dinner and are scheduled
throughout the summer.
