Friday Notes 2.  An on-line resource for NEILSA Librarians

The terms for two positions on the LSA boards will expire June 30 - public library trustee and at-large.  To fill the public library trustee position, there will be an election held in May.  The at-large position is a Commission appointment.  According to the Code of Iowa, the boards as a whole must be gender and political party balanced. 

If you or someone you know is interested in serving on a Library Service Area board, please complete a Nomination Form and return it to the State Library by April 23.

1) Kim Olsen From Auburn Library Is Published Author:  Congratulations to Kim Olsen, Auburn Public Library Director, for becoming a published author!  Kim has written a children's book entitled Construction Countdown (ISBN #0805069208) which will be released by Henry Holt Publishing in May.  It's a counting book about construction equipment, counting down from 10 dump trucks to 2 skid loaders, with the promise of a surprise ending on the last page. 
 
Kim explains how this all came about: "...the text actually began as a poem in a collection of poetry about construction equipment.  My second son is a heavy-equipment nut, so our house is full of information on the subject, and they say you should write what you know. Anyway, when I submitted the collection to Henry Holt Publishers.  They called and asked if they could pull out one poem for publication as a book; of course, I agreed.  Then there was a seven-month wait while they searched for an illustrator, but I was finally offered an actual contract.  Three years later...I'm seeing the first bound copies, which just arrived in the mail..."

Libraries can find Kim's book on Amazon.Com and also on Baker&Taylor Link Online.  She is already scheduled for a book-signing at Lake City Public Library in May and will be available throughout the summer to other libraries upon request.  Please consider this new book for your collections.  And congratulations, Kim, on a great accomplishment! 
 
2) National Library Week April 18-24:  Yes, it's right around the corner: National Library Week 2004 will be celebrated across the country April 18-24.  Le Mars Library is using the slogan "The Cookie Crumbles @ Your Library" to entice people to stop by next week and take part in their NLW fun.  Created by ALA, the "@ Your Library" campaign is available to any public library in the country as a way to help promote local events of all kinds.  Check out this ALA webpage for NLW ideas:

For your National Library Week press releases, radio spots, flyers, etc. here's a way to point to some very surprising facts about library use nationwide.  OCLC released a report entitled "Libraries: How They Stack Up."  The report provides a snapshot of the economic impact of libraries, comparing library activities to other business sectors, professions, and destinations in the worldwide economy.  Here's just a sampling of the facts you can use during National Library Week--or anytime--to highlight the importance of libraries:
 
a) 1 out of every 6 people in the world is a registered library user.
 
b) U.S. public library cardholders outnumber Amazon.Com customers 5-1.  Amazon.Com has 30 million customers; U.S public libraries have 140 million cardholders.
 
c) U.S. libraries circulate more items each day than FedEx ships each day.  FedEx ships 5.3 million items/day; libraries circulate 5.4 million items/day.

3) Remember the Roundtables April 19:  A reminder that 2 roundtables hold their spring meetings next Monday April 19th.  "Corner Programmers" (children's services) and "Brass Tacks" (library directors) will meet April 19th at Cherokee Public Library.  "Corner Programmers" have the morning from 9:30--12:00; "Brass Tacks" have the afternoon from 1:00--3:00.  Lunch is on your own.  Anyone planning to attend is asked to contact Mary Jo Ruppert at Cherokee Library (cherdir@ncn.net)  Please let Janie in our office know too, so she can prep enough handouts: jbeauli@nwils.lib.ia.us
 
4) Meetings / Events This Week:  "Building Blocks for Early Literacy," a State Library-sponsored workshop, takes place this week in Johnston, IA. I am copying the message our systems manager sent to all our staff this week.  It is a good (easy!) explanation of why and how this happens:

Restate question in differing terms and context if possible.
"Several people have recently reported that they have received messages saying that they have sent someone a virus from this address. To date, there is no "silver bullet" to indicate that we are sending viruses to folk.

Set up patron/customer for answer.  Big flag that answer is coming. You could just say "Pay attention now" but that is not very nice.
What happens is:

Answer, clear consise and specific to question.
An unprotected workstation, somewhere on the Internet gets infected
with a virus. The virus scans the workstation for email addresses and
then sends itself to the discovered addresses, putting the name of one
of the discovered addresses in the FROM: field. If the address the virus
is sent to is running virus protection software, the software strips the
virus and then automatically sends a notice to the forged address in the
FROM: field (ie. you) that the message contained a virus.
Note: Librarian does not talk down and assumes that custome has basic knowledge, at the dest you could check this with patron, in this case librarian had to make judgement about the knowledge level from the available data.

Solution example with reason - professional librarian trick, give just a bit more than was asked. A value added answer.
We have turned off the feature of our virus protection software which
automatically bounces emails with viruses attached back to the sender.
There is a general feeling in the antispam/virus world that sending such
messages serves no beneficial  purpose and in most cases is just
contributes to the growing problem of spam."

Nice way of saying "Did this answer your question?" AND leaving questioner to ask more.
Hope this helps, and I think it's good advice to all to NOT bounce
those message back since the person in the "address" is as much a victim
as the person who received the message.  If you can adjust yourr
software accordingly hope you do.

"As the 1 July 2004 E–rate deadline approaches, many public libraries are scrambling to understand CIPA’s requirements. Creditable disabling policies and practices are of paramount importance to compliance, but the Court and the FCC give little guidance on this issue, leaving it to the libraries to establish norms and weather future lawsuits".

Mary Minow has written this excellent article on the legal issues associated with CIPA and Internet filtering.  "Lawfully surfing the Net: Disabling public library Internet filters to avoid more lawsuits in the United States"
has been published in First Monday and is available on the web.

IF you didn't understand or have forgotten what (Ken) I said on the subject Mary Minow says again, with examples.

Below is "the list" for the last time:
We strongly recomend you check the entire list for your library and make certain that you are listed for both telecommunications (phone/POTS) and for Internet, if you get/got it.  This list is for THIS year July 2003 - June 2004.  PLEASE also look at the NOTES: if something is not clear to you be certain to call, something not clear could lead to a  lost of funding you deserve or worse funding you do not deserve, called fraud in SLD talk.
This list is complied from 3 differing sources by 3 different people which means that  there are at least 27 different ways errors could have crept in  and as many as 81 possibilities SO I stronly recomend that you check the list for a third time.   If we goofed yet again we are sorry but call and tell us yet again.

Small City Workshops 2004: Keeping the Books in Order

The tough financial times affect all cites in Iowa. However, small cities have fewer options for increasing revenues or cutting service costs. The first half of our workshop will focus on budget options that are available to small cities. The session will include ideas, strategies and materials to assist small cities in expanding their financial base and service options.

The community center for the many small cities is the public library. State budget cuts have severely affected library budgets. Following dinner, Sandy Dixon, consultant at the State Library, will provide an overview of library operations, the options available to small cities and identify opportunities for nurturing and strengthening your city's commitment to this important learning resource for the whole community. Since all cities are required to provide financial support to libraries, even cities without libraries will want to attend in order to maximize their financial commitment.
Workshops are held from 5 to 8 p.m., include dinner and are scheduled throughout the summer.

Building Consulting Grants

The State Library allocates Library Services and Technology Act (LSTA) funds to provide Iowa libraries with building consultation.  These grants allow librarians to get professional advice from impartial consultants who provide guidance and recommendations to library staff, city officials and the community on the extent and complexity of a building project.  The building consulting grants have been funded by the State Library since fiscal year 1994.  Grants of up to $2,500 will be awarded as funds are available. A library that has received the entire $2,500 grant is not eligible for another one.
