The SCT has now held two Special Sessions for this purpose. The report of the second session has just been issued with recommendations for specific actions to treat the issues described in the Report. The substantive results of this process are perhaps not as interesting as how the results will eventually be implemented; a topic broached upon in Section 2 of the Report.
