Madam Mayor and Council: Attached is an email that I received Wednesday about town employees polluting Town Branch. Upon receipt, I forwarded it to Tom Mason for investigation. Yesterday, I received the results of his investigation. I am putting a copy of his memo in your box.
In essence, this is what he found. The Street Division had been painting lines on streets and cleaned their painting equipment at the Liberty Street facility. The amount of paint in the equipment is estimated to be between one and two pints. By the time it reached the branch, it was heavily diluted. We have reported this incident to the Northern Virginia Office of the Department of Environmental Quality (DEQ).
The paint, while considered a pollutant, is non hazardous and appears to have had no visible adverse impact on the stream. The paint is white latex water based, similar to house paint. It is customary to clean this paint with water. It was an error in judgment to wash the equipment where the residue could reached the stream.
The Director of Engineering and Public Works has taken steps to prevent a recurrence. We are also determining if we have other practices that could result in pollution.
