Scholarly communication news: The recent news about the partnership of NEC and ISI, using CiteSeer to develop a Web Citation Index, is an example of the convergence of technology and social issues. The Web essentially opened up publishign to everybody. Now, scientists, scholars, literally anybody could publish their paper. The open access movement brought increased prominence to this phenomenon. With CiteSeer, one could search for openly available papers in Computer Science research (and affiliated disciplines like LIS) and also see who had cited them. A new Web Citation Index is due out in early 2005. What do you think the Web Citation Index will look like?
