Last month PHP 4.3.1 was released and available for download.  Install was a breeze with Apache 2.0.43 on W2K even though support for Apache 2 is 'experimental'.  Basic install steps.  1) download PHP windows zip file, 2) unzip to the directory of choice, 3) copy php4ts.dll to winnt/system32 directory, 4) copy php.ini-dist to winnt directory, 5) rename it to php.ini and edit for directory location and other parameters, 6) change http.conf in Apache to point to new SAPI module.

After this it came right up and shows with Apache as 4.3.1.
