The Creative Commons licences got a boost in Finland on the highest government level, as the Information Society Council, chaired by Prime Minister Matti Vanhanen, released their report on improvement in productivity by increased utilisation of ICT.

A strong suggestion of the council is to promote sharing of information by using Creative Commons licenses. The recommendation is to use CC extensively in the public sector and in non-profit organizations.

This is a potentially revolutionary recommendation. Currently there a lot of obstacles in licensing databases and publications for research purposes, for example in geosciences and linguistics, although the material in question was produced by using state funds.

The opinion is grounded both on "fair use" and implied license. The "fair use" part of the opinion is fantastic. But interestingly, the "implied license" part of the opinion weakens any such claim in the context of Google Book Search." [Lessig Blog]
