Lifelong Learning, Scotland Style
In technical areas, how do we pay for what we learn? In the US for adults, I find a few free training opportunities (like Hewlett Packard's free online classes), but mostly individuals or their employers pay for higher education. Scotland's government has a Minister of Lifelong Learning and provides an incentive for anyone over 18, according to the BBC today:
Computer training offered to all. Every adult in Scotland is offered up to £100 to develop and improve their computer skills. [BBC News | Technology | UK Edition]
Earlier this year, my experience with HP's free online Project Management class was good. I even took the course during a busy time, didn't participate in online discussions, but gained enough "take-aways" to make it worth my time.
