New Zealand Government Websites and Standards

Peter Krantz posted an article about New Zealand governmental website compliance with standards and the results of his " mass validation of government websites in New Zealand."

He tested 280 sites, of which only 16 used valid HTML. "The result is not good – 5.7% valid sites – but still more than twice as good as for government websites in the United States, which Peter tested in Government web standards usage: USA."

I was thinking about checking governmental websites with "use cases," creating little scenarios of possible citizen interactions that government website may or may not perform in a reasonable number of steps.
