Congressman Mark Udall - Public Statements - 2000 Press Releases: "The national renewable portfolio standard (RPS), which appears in the Senate bill but not the House bill, is a key provision in the energy bill. An RPS requires that electricity suppliers provide retail customers with minimum levels of electricity generated from renewable energy sources, like wind and solar. The provision passed by the Senate would require that an additional one-percent of U.S. electricity come from new renewable energy sources by 2005 and increase slowly each year until renewable energy provides ten-percent of the national electricity supply by 2020. A credit trading system would be established so that utilities could comply with the renewable requirement in the most cost-effective manner"
