Okay, sometimes reading the article itself can enlighten me.
Thousands of new homes across Scotland are under
threat because the country’s water quango is unable to keep up with the
demand for development.
Well, I get the gist of the article but I'm still puzzling over quango.
I deduce from running it through Google that it's a British term since
it turns up in lots of British news articles but I'm still in the dark
as to the actual meaning of the word.
Dictionary.com says it is "an organization or agency that is financed by a government but that acts independently of it."
Turns out it's an acronym: Quasi-Autonomous Non-Governmental Organization
