Utah's CIO Resigns
Phil Windley, Utah's Chief Information Officer, resigned today, saying he had become an impediment to implementing our vision for eGovernment and an efficient and effective information technology infrastructure. The resignation comes in the wake of controvery over hiring and contractual practices in the CIO's office. Windley replaced Dave Moon as CIO in February 2001. Windley's tenure was marked by efforts to unify state government's web presence through branding, look and feel, and enterprise web development products. He was supportive of increased efforts aimed at web accessibility. Windley viewed the multiplicity of wans, lans, agency IT departments, and product management as impediments to the fuller development of the state's online presence. In his resignation letter, he cited as a continuing roadblock the lack of a unified vision among the legislative and executive branches about the role of the CIO.    comments or questions [] 1:34:59 PM
