I have just found out how corruption works. Say you are a parking attendant or traffic warden. You issue your tickets. These go to all walks of life, old age pensioners, doctors, lawyers, shopkeepers, contractors, whatever. When these people come to pay their fines, and you happen to know them or think you might want to tie or tighten the relationship, or they are your neighbour, dentist, grocer, building contractor, you cannot find it in your heart to make these people pay their fines, so you cancel the ticket. They'll all feel obliged to you, especially if this becomes a general practice (you know where you can find them or their cars, if you get my hint). And as a local city official you know your colleagues from the Building Authority, so you also know how to arrange things with them when you want to build an extension to your house and prefer to duck the rules.
I have never before understood how our Amsterdam Parkeerbeheer (Amsterdam Parking Service Authority) could be involved in large-scale corruption. A few months ago a second corruption scandal erupted. The traffic wardens had robbed the parking meters for millions, years ago, and the spree is not over yet.
