Arizona Daily Star: "A federal judge has ordered the state to do a better job of providing home health care to the poor, including several plaintiffs from Tucson.
Ruling on a lawsuit filed in Tucson, U.S. District Court Judge Earl Carroll said the Arizona Health Care Cost Containment System was not paying enough to attract and retain workers who provide services for the elderly and the disabled in their homes.
The result, the judge concluded, is that people went without some of the care to which they are legally entitled."
