James Goodby and Kenneth Weisbrode share a byline on a short but interesting article in today's Herald Tribune. Goodby is a diplomat-in-residence at Stanford, while Weisbrode is a councillor of the Atlantic Council of the United States.
In the piece, they call for a "restructuring of the trans-Atlantic alliance into an inner and outer core". "The outer core would consist of NATO and be geared to defending its members against external threats, particularly those involving weapons of mass destruction." "Intra-European security would be left to the inner core, comprising a capable EU defence organisation".
Goodby and Weisbrode appear to believe that the EU and NATO should be interchangeable acronymns. I think any such idea will lead to a 'greater' Europe as I have often said, and the involvement of Russia in any such European/NATO unification would lead to the creation of a massive powerbloc - with borders on the Caucuses, and crucially, volatile China.
The creation of such powerblocs will inevitably lead to war - either between powerblocs or small regional wars over resources or strategic concerns. If humanity learns not to fight over regional issues - over land, if we learn to compromise and to talk, there is hope. If not, there is no hope.
