In the past, fate has dictated the passing of life in what are euphemistically called "nursing homes". But there is no longer a need for such a fate, if we are willing to work to change the rules.

Here are some notes from a participant in the second LTC Task Force Meeting on July 19, 2004.  They pertain to the critical issue of how workgroups  will function to develop recommendations for the Task Force:

The workgroups will operate in the following manner:

 

  • The workgroup will be given a specific task and assignment by the chairperson to be brought back to the full task force membership
  • Task force members will form the basis of the workgroups.
  • Staff support for the workgroups will be provided by IHCS and DCH.
  • Task force members volunteering for, or assigned to, the workgroup can among themselves choose to designate a single individual to lead the workgroup, or decide to jointly lead the workgroup. 
  • The size and composition of the workgroup, including non-Task Force membership, will be determined by the Task Force members of each workgroup.
  • Task Force members, within their respective workgroups, will determine the meeting schedule for the workgroup as long as the workgroup completes their charge and assignments by the timeframe established by the LTC Task Force and chair. 

 

Within the scope of the Governor's charge to the Task Force, the responsibilities of established workgroups will be as follows:

 

  1. Recommend acceptance, modification, revision, an alternative, or rejection of the identified principle or principles.
  2. Recommend specific strategies or action steps be taken to meet the agreed upon principle.
  3. Recommend a specific timeframe for a recommended strategy or action step to be implemented and/or completed. 
  4. Provide written rationale, and supports, for the recommendation(s) of the workgroup to be presented to the full task force.
  5. Facilitate public participation, and incorporate public comments into the recommendation(s) of the workgroup
  6. Complete the assigned task by the deadline set by the task force.
  7. Present recommendations to the full task force membership for their action.
  8. If requested by the full task force, present additional information or make revisions to any recommended language, dates, or alternatives.
