Insurers Paid 31% Less For Claims Between 1986, 1994 Than Reported, Study Says, USA. The insurance industry from 1986 to 1994 paid 31% less on average than estimates first reported to state regulators for medical malpractice claims, according to a study by the Foundation for Taxpayer and Consumer Rights, the Washington Post reports.
