A half dozen families sold their homes and about a year ago moved into Freedom Bay, expecting all residences, full-time medical services and amenities to be completed by 2009. But financiers and contractors working for Freedom Bay owners Adult Assisted Care Associates, LLC and Freedom Bay Cottages, LLC stopped construction early last year, claiming that they were owed money.
