The Association of Lighting and Mercury Recyclers has received an US EPA grant to encourage businesses to recycle fluorescent lamps. In concert with the National Electrical Manufacturers Association and the Solid Waste Association of North America, they are producing educational materials that gives businesses an overview of the issue, contact and resource information on each state's regulatory requirements, and companies that can help businesses set up recycling programs. In a world plagued by shortages of water, three facts stand out in an analysis by Cornell University ecologists: Less than 1 percent of water on the planet is fresh water, agriculture in the United States consumes 80 percent of the available fresh water each year, and 60 percent of U.S. water intended for crop irrigation never reaches the crops.
Their report in the October 2004 journal BioScience (Vol. 54, No. 10, "Water Resources: Agricultural and Environmental Issues") names farmers as "the prime target for incentives to conserve water." The report is particularly critical of irrigation practices in the United States, where subsidized "cheap water" offers scant incentive for conservation.

The Bureau of Land Management (BLM) announced last week a new land-management policy to encourage the development of solar energy resources on public lands. The new Solar Energy Development Policy establishes a framework for land managers to use in processing right-of-way applications for solar energy development projects on public lands administered by the BLM. The policy builds on a 2003 report prepared by DOE and BLM, which identified the top 25 BLM areas with high solar energy development potential. The policy also encourages the installation of renewable energy systems at BLM facilities. See the BLM press release and the Solar Energy Development Policy.
