Colorado Water

Cortez Journal: "The basin of origin mitigation bill was killed Friday on a full vote of the House of Representatives by a 33-30 margin. Debate on HB 1040 lasted almost two hours, however when the final vote was taken, it almost mirrored the vote from last year's resolution that allowed Referendum A to be placed on the ballot for Colorado voters. After the overwhelming defeat of Referendum A, which would have provided a $4 billion blank check for unspecified water projects, Rep. John Salazar sat down with the interim water committee and Colorado Water Congress to reach a consensus on how Colorado should go forward with needed water infrastructure improvements. The result of those negotiations was HB 1040. 'One major obstacle to building new projects was the concern of rural Colorado that they not bear the brunt of all impacts of the new development. In order to overcome this fear, rural Colorado sought meaningful basin of origin protection,' said Salazar."
