Here's an opinion piece about the Preferred Options Storage Plan (PSOP) from the Pueblo Chieftain. They write, "Sight unseen, the latest version of legislation to authorize a study of expanding reservoir storage will be unveiled Thursday to the board of the Southeastern Colorado Water Conservancy District. Even though some members of the board have not seen the new draft, proponents of the Preferred Storage Options Plan, or PSOP, reportedly will push for an immediate vote on the bill. Yet it's a dead certainty that Harold Miskel, a former Colorado Springs Utilities executive who chairs the district's PSOP committee, knows exactly what's in it. PSOP proponents are impatient to have Congress take up and pass the bill to authorize a feasibility study of expanding Lake Pueblo and Turquoise Reservoir. Most of the additional water under storage would be destined for Colorado Springs and Aurora, which isn't even in the Arkansas River Basin but has allies within the U.S. Bureau of Reclamation for Aurora's claim to the use of Fryingpan-Arkansas Project facilities. Mr. Miskel can count on all five El Paso County votes, including his own, and is trying to line up least three other votes to win bill approval from the 15-member Southeastern District board...

"What's the hurry? PSOP, as a plan, has been under development for more than a decade now, and the Southeastern District board members, as well as the public, deserve a chance - and ample time - to examine the latest version before any bill of such importance is rushed to Congress."

Rocky Mountain News: "The city of Boulder and its allies received their first look Tuesday at a proposal designed to protect their share of the South Platte River while allowing water-strapped farmers to restart their irrigation wells. City officials, however, said it would take several days to review the proposal, which would bring more than 10,000 acre-feet of new water supplies into the South Platte River Basin to help the farmers whose wells have been cut off. At the same time, lawmakers from the affected region, frustrated that no solution has been found in the weeklong crisis, said they will hold a noon news conference today in Gilcrest to highlight the well owners' plight."
