I see Dave is pushing for more changes to RSS after stating his ideas for standards work.  I'd suggest that these design principles be looked at first, in particular this one.  Here's how these principles apply to RSS.

We have vendor controlled standards.  We have standards controlled by independent standards bodies.  If we want internet scale standards (whereby the likes of Rory Perry can create discipline specific extentions), we need to get to the point where everybody has equal opportunity to create modules.  Without having to go through "proper channels" - where proper channels is defined as centralized control.

I agree with Jon that RSS is REST, but wish he hadn't said SOAPistas wear client/server spectacles.  On that point, I agree with Clay Shirky.  He is also right that the SOAP/REST discussions have generated more heat than light,  which has continued, but some progress is being made.
