Update: Zope and CMF Permission nightmares
It looks like I'm going with a combination of ideas from both solutions from Zope and CMF permission nightmares. I'm going to use one folder per region and I'm just going to have to override the View permission on each lead. It's not very pretty, but most of the time there's not time to be pretty. Things just have to work, yesterday if possible. I'll just have to hope that this won't haunt me as we add more features. This is one of those projects where I really hate being the only developer. I end up feeling like I'm just overlooking something simple.
