AMD is already on the clock != performance tack, and they were the ones that got us on the "Woo, we're 1GHz first" race to begin with. They switched to these '+' ratings, and now their most recent ofering sports an increased rating with a decreased clock rate.
In the end, the only intrinsically meaningful performance spec is "that which allows you to do what need to get done in the manner in which you need to do it". Everything else is just a model, but sometimes you need models to get on with your life.
