After the 2002 report documented sexual abuse, Annan's steely resolve led to exactly zero criminal prosecutions of U.N. officials for sexual abuse. I expect little difference now that refugee camp conditions have returned to the headlines. As before, Annan has delivered vague statements but prosecuted no one. It appears that the status quo reigns and that those perpetrating all sorts of abuses in refugee camps may continue undisturbed. The United Nations is a vital institution that needs a housecleaning.

Tuesday the 2004 Arab Human Development Report was released by the UN Development Project. The report placed a large chunk of the blame for the Arab world's lack of economic progress and political freedom on Israel's creation in 1948 and US support for Israel's continued existence, as well as the US military presence in Iraq.
The spokeswoman said the boy, who was not identified, raised the suspicions of soldiers at the Hawara checkpoint outside Nablus when he appeared in a heavy winter coat on a day that temperatures exceeded 30 degrees Celsius (86 degrees Fahrenheit).
Israel Radio reported the boy attempted to ignite the bombs with a match before soldiers stopped him.

Second aboriginal leader criticized for views Globe and Mail - A Manitoba aboriginal leader is being denounced after complaining that the media coverage of the David Ahenakew hate-crime trial could result in a sharp rise in natives' hatred of Jews "as they make a martyr out of an old man.".
In a letter faxed to The Winnipeg Free Press on the weekend, Roseau River First Nation Chief Terrance Nelson also wrote that while he did not agree with Mr. Ahenakew's views that the Holocaust was justified and that Jews are a disease, he was upset that what he called the mainly Jewish-controlled media has long ignored violence against aboriginals.

Three Indicted on Terror Charges in US ABC News - Three men have been indicted on charges they targeted for attack financial institutions in New York, New Jersey and Washington, federal law enforcement officials said Tuesday.
The reports did not identify the men, but sources are saying that they are Dhiren Barot — allegedly to be high-level al-Qaida operative known as Esa al-Hindi — and operatives Nadeem Tarmohamed and Quaisar Shaffi.
