When It's Your Own Child: A Report on Special Education from the Families Who Use It, Public Agenda examines the attitudes of those closest to the problem [~] the parents of special-needs children.

''But 55 percent said parents must work to find out what help is available, and 16 percent [~] about one in six [~] said they have considered suing or have threatened to sue a school district over an issue related to a child's education. Another 35 percent found it frustrating to get their children the education services they need.'' ed note: its interesting that several papers have characterised the same study as positive and that special ed is doing well -- because 55% of parents say they are satsfied. IMHO - most business with 44% of their customers not satisfied would see THAT as a problem. ()
