This one captured off a TV screen carrying Sky News Ireland:
They were evidently simply quoting Bush (thus the colon after
"Bush"), and with the phrase structured that way it just "happened" to
be perfect for a double entendre.
In other words, a very happy coincidence, and artfully placed.
