Winnabago Users Group Workshop:
The date of the workshop is Tuesday, October 1 from
9:30-3:00 p.m. at Fayette. The cost is $50.00 per
person. Lunch will be on your own. You can bring a sack
lunch or Linda said they have a new restaurant in town
also. For registration form contact Decorah PL. Make the
check out to Decorah Public Library.
The registration Form will also have enough room for
questions for submission so trainer has an idea of what
you want to know. The main objectives will be web
connect and questions you provide. I have faith it will be
very valuable. I've gone to Doris workshops and have

Public Library Management I & II
Self-Directed Learning Opportunities:
For those of you within driving distance of the Des Moines area,
the Public Library of Des Moines has openings in their
EBSCOhost training sessions.
The sessions are Wednesday, September 25 from 10:00-12:00
and 1:00-3:00; and Thursday, September 26 from 10:00-12:00
and 1:00-3:00. There are 3-4 openings in each of the 4 sessions.
The sessions will be taught by Matt Andros, EBSCO trainer.
Anyone who might like to attend one of these sessions can
schedule through Sara Wisdom, at 515-283-4137. Sara can give
you instructions to the training site.

"Library 101" is an orientation for brand new public library
directors. It's sponsored by the Iowa Library Service Areas four
times each year, typically in March, June, September, and
December.
This is a 3-hour program, touching on topics such as library
board governance, budgeting, policy development, collection
development, etc. "Library 101" is meant to serve as an
introduction to Iowa public library issues until such time as
new directors can enroll in the Public Library Management
courses. While it's intended for public library directors,
support staff and personnel from other types of libraries are
always welcome.
Who Should Attend: Directors new to their positions;
interested staff, and trustees who want to know more about
what is involved in running the library.

1. EBSCOhost
5. Labor Day Closing
EBSCO: This week is "last call" for sign-up for
EBSCOhost, a family of online databases offered by the
State Library of Iowa. $25.00 plus 2
cents per your town’s population buys your library over
$10,000worth of access to online full-text. If your library has
not already signed up, you may soon wish you had. The State
Library will begin publicizing EBSCO’s availability to Iowa
citizens via newspapers statewide. So patrons may begin
knocking on your door expecting EBSCOhost to be available.
(If this thought motivates you reconsider and sign up, please
contact the State Library ASAP.)

Kens Comment: This is about the best reference tool you can
get and the price is as cheap as you are going to get anytime in

LABOR DAY CLOSING: Northwest’s (& NEILSA) office
will be closed for "Labor Day" on September 2nd. So there will

September 2nd is also Bonnie's birthday.

1) As the end of the first Quarter approaches, SLD still has just
approved the Consortia app - so you will continue to get full
bills for the time.
2) Please note for the Gates people and for the SLD
applications for next funding year you need to complete the
"special" Friday Notes" questionnaire that went out last week.

communicate that to both the Gates Foundation & to SLD.
E.g. If you have poor access Gates will go to work on that

THEFT OF MATERIALS:
Subject: [iowalib] Re: problem patron problem
Q:
In a round about way I have discovered that one of our
residents has duped at least 2 other libraries of over $400.00 in
library materials. At least one library called to say they would
pay for items to be returned by open access if he dumped the 12
or 14 items in our box. However, he returned most to the
library of origin but not in the original condition. This person
is apparently going to different libraries and checking out books.
When pressured to finally return the items, he returns them
with covers, bar codes, and identifying marks removed.
[OPINION - Ken - Patron should be charged for the
restoration and the reprocessing of this material.]
He never has returned our items. I know we cannot identify
patrons with particular items, but I wonder how we can
network to prevent this person from doing this to more
libraries. What is the answer?
[OPINION - Ken - Patron is denying access to others. The
"custodian of the library records" could communicant to other
"custodian(s) of records" the fact of patrons in violation of
"...the theft of library materials." provisions of the Iowa Code
(xx Sandy’s letter below). One of the roles that the county
library association could play is to gather all this data on
"...the theft of library materials." discuss remedies with the
Sheriff on a county (or larger) basis. The county association
would concatenate all the overdue/missing/damaged materials
in one account for the sheriff and one certified letter to the
patron.
If you, as a county or group of counties, should decide to take
this route it would be best to setup a meeting with the county
attorney and review the process with the appropriate
individual library policies]
A:
It is frustrating to have a customer abuse library resources in
this way. Although I cannot give legal advice, one option
might be to prosecute him for theft. Iowa Code 702.22 and
Iowa Code 714.5 relate to the theft of library materials. Books
overdue for two months, and equipment overdue by one month,
can be prosecuted as theft under this law. Before taking any
legal steps, the library must have made a reasonable attempt to
notify the customer that the material is overdue and that legal
remedies may be taken. One notice to the customer must be by
certified mail. The library may request help from law
enforcement in getting the library's property back. The library
can require a deposit on library equipment before it be checked
out, and in the case of late returns, can penalize the customer
up to 25% of the value of the equipment. The law requires that
the library post a notice about Iowa Code 714.5 and about any
fees that may be imposed by the library.
I would not put this person's name out on iowalib. What you
might do is quietly let libraries in your area know about the risk
of loaning to this person. You could do this and still maintain
confidentiality regarding what he checked out. It is up to the
other libraries to interpret their circulation policy to determine
whether they could deny borrowing privileges based on his
abuse of another library's resources.

PIA has finally forwarded our POTS (phone) application
marked for approval. Please keep an eye on your bills for
discounts to appear. Most likely the first ones will be on bills
received after about Sept. 15, 2002. If you have not received a
discounted bill by Oct 31, 2002 PLEASE let me know.
PLEASE see WARNING at the end.
The bad (and ugly) news: ( If you don’t want an Internet
discount forget this ).
PIA has informed me that starting tomorrow (8/29/2) that
they are going to start review of the Consortia Internet
application. This is the application that had so much trouble
last year = on appeal.
From the experience with the POTS application we are
going to have to give them chapter and verse of our Internet:
That means that we have to supply "Item 21 attachments" for
Internet claims, OR in something like English;
NOTE: Below the material provided is the full explanation for
those of you who want to know.
THE SIMPLE WHAT YOU NEED TO PROVIDE:
"It is preferable that this be a list compiled by the service
provider, who will be more familiar with the details of the
services and products to be provided."
1. ... provide a description of all the services that the service
provider is providing on which discounts are being sought.
• a specific itemization of products and/or services to be
provided and the associated costs
2. To facilitate review of your application, your Item (21)
attachment should:
• list the equipment to be maintained and the associated costs
if you are requesting discounts on maintenance services;
• provide itemized details of one-time costs associated with
Internet access or data line services;
• include a quote from the service provider or the criteria used
to estimate costs for new services to be provided under tariff
or month-to-month agreements;
• If you are estimating that your costs will exceed the amounts shown
on the bill, you should include as part of the Item (21) attachment
an explanation for an increase in costs.
• If ineligible services are also being provided under this
contract or service agreement, and if they are featured on this
list, the applicant should clearly identify them as ineligible and
the price of those ineligible services
3. Identify the specific Vendor supplying services & Applicant
name

Item (21) - For each contract or service agreement upon which you based a
request for discounts, you must provide a description of all the services
that the service provider is providing on which discounts are being
sought (see Special Notes below for details). Each description must be
labeled with a unique "Attachment Number" of your choice. For the service
you are requesting in this Block 5 worksheet, please enter the relevant
Attachment Number for your attached description of services.
Special Notes on the "Description of Services"
A description of services, properly labeled with an Attachment Number, is
required for every contract or service agreement. It is preferable that this be
a list compiled by the service provider, who will be more familiar with the
details of the services and products to be provided. To fulfill the requirement
of Item (21), an attached description of services must include:
• the Attachment Number (assigned by you);
• the applicable contract number (for contracted services);
• the service provider’s and contracting party's legal names; and
• a specific itemization of products and/or services to be provided and the
associated costs adding up to the pre-discount costs shown in Item (23) of
Block 5. If ineligible services are also being provided under this contract or
service agreement, and if they are featured on this list, the applicant should
clearly identify them as ineligible and the price of those ineligible services must
be deducted from the amount of pre-discount costs identified in Item
(23). You are responsible for assuring that you seek discounts only on
eligible services. See instructions for Item (23) for details.
Clip confusing "explanation"
If the service you will be receiving is a continuation of service you have been
receiving and your bill for the service shows the components of the service
you are receiving, the bill may be attached for your Item (21) description of
services. You need not send pages of the bill that detail individual
transactions. If you are estimating that your costs will exceed the amounts
shown on the bill, you should include as part of the Item (21) attachment an
explanation for an increase in costs.
To facilitate review of your application, your Item (21) attachment
should:
• list the equipment to be maintained and the associated costs if you are
requesting discounts on maintenance services;

access or telecommunications services;
• include a quote from the service provider or the criteria used
