are partnering to conduct a statewide continuing education needs assessment

for directors and staff from all types of libraries. If you are

on continuing education, looking at NWILS c.e. policies and training opportunities.

1) Beyond In-Person Workshops: Face-to-face workshops remain everyone's
favorite education format. And it's our staff's favorite too!
However, time, distance--and now ugly gas prices--are legitimate reasons
to take full advantage of alternative training venues.
Like the ICN, celebrating it's 10th anniversary as a pioneering technology
in distance education. The LSAs and the State Library sponsor many
information sessions over the ICN each year, notably the Public Library Management
courses and "LIBRARY 101." Coming up June 9th, the State Library is
offering an EBSCO class over the ICN--check out all the details of time and

You don't have to be techie to appreciate the convenience of online classes,
like those sponsored by Web Junction. From Web Junction's website (http://webjunction.org) click on "The
Learning Center" tab and read about an assortment of technology-related classes
that you can take at your leisure, at your library. Here's the background:

For example, something as simple as watching a library management video from
the State Library's AV collection can be awarded c.e. credit. This
video option is also a great way to include trustee training during your
monthly board meetings. So when staffing shortages and travel costs
pose problems, consider some of these alternative education venues--and let
us know how it works for you!
2) Time to Renew EBSCO: The time is here to renew your library's subscription
to EBSCOHost. Sign up now for the new fiscal year beginning July 1st.
The State Library and the AEAs subsidize this in large part; only a fraction
of the true cost is passed along to local libraries. The price is very
affordable: for public libraries, the base price is $25.00 plus .02cents
per capita. The subscription form is found on this page of the State
Library's website:

Simply print the form and indicate whether you are renewing or whether you
are a new participant. Fill in the necessary address information, etc.,
then send the completed form to the State Library; the State Library will
send you back an invoice. You can choose to be billed either before
or after June 30th--make that choice on the renewal form as well.
You supply Internet access--and EBSCO does the rest:-) EBSCOHost provides
a wealth of information, with literally thousands of online magazines and
journals, aimed at all age levels and a variety of interests, with much of
it in full text. In addition, EBSCO contains FUNK & WAGNALL'S ENCYCLOPEDIA,
EBSCO ANIMALS, and a reference set called OUR STATES. And remember:
your customers can also access EBSCO from home or from work, thanks to the
library's subscription.
Don't let training be the issue that stands in the way of participating--NWILS
is happy to bring training right to your door. Best done on a county-wide
basis, we have 3-hour class that gets you acquainted with the various databases,
with plenty of time allowed for hands-on practice with sample questions.
This year, the goal is to make every Northwest library an EBSCO library.
This is an important service to provide to your community: convenient
and authoritative electronic resources, at an affordable price, with training

3) Meetings and Events This Week: NWILS Board holds its May meeting
tomorrow, May 25th, at Spencer Public Library. (It was originally scheduled
at Rolfe but in light of this weekend's tornados there, we opted for different
location. Library officials were actually relieved, as townspeople
have a daunting clean-up effort...) So NWILS Board meeting convenes
instead at Spencer P.L. at 2:00PM. The meeting is open to the public;
any area libraries are welcome to attend. The agenda is posted on our

4) NWILS Closed Memorial Day: NWILS office will be closed next Monday,
May 31st, for the Memorial Day Holiday. EYE-OPENER takes a holiday

Your phone bill includes expensive
calls to 900 numbers that you never made-probably at an outrageous per-minute

You enter a search term in Internet
Explorer's address bar and press Enter to start the search. Instead of your
usual search site, an unfamiliar site handles the search.

A new item appears in your Favorites
list without your putting it there. No matter how many times you delete it,
the item always reappears later.

Your system runs noticeably
slower than it did before. If you're a Windows 2000/XP user, launching the
Task Manager and clicking the Processes tab reveals that an unfamiliar process
is using nearly 100 percent of available CPU cycles.

At a time when you're not doing
anything online, the send or receive lights on your dial-up or broadband
modem blink just as wildly as when you're downloading a file or surfing the
Web. Or the network/modem icon in your system tray flashes rapidly even when
you're not using the connection.

A search toolbar or other browser
toolbar appears even though you didn't request or install it. Your attempts
to remove it fail, or it comes back after removal.

And the final sign is: Everything
appears to be normal. The most devious spyware doesn't leave traces you'd

Hard copy link: Thought you'd all like to know
that the May 2004 National Geographic has a terrific
section on Change of Heartland - America's rural interior searches for new
horizons.
Along with covering a huge swath of central Kansas (served by the Central
Kansas Library System), there is a wonderful photographic essay, Pulling
Together: 30 Years in the Life of Cuba, Kansas. The photographer (a
native from closer to Belleville) started to photograph the town 30 years
ago to document the dying of a rural town. But the town just won't die. Sound
like someplace you know? These are important articles for those interested
in rural life, or living it.

This list changes every year as directors come and go, or as people want
to try it out. If you get notes from us (and answer them) about e-rate
during the year you are generally in the Consortia. It has been the
Consortia policy to start every year with all the NEILSA libraries on the
Form 470 and the Consortia Technology Plan . We do this because whether
a library is in the Consortia or not it is in NE and is part of the LSA's
overall plan for service. But after the From 470 is filed we send out
the "Consortia Package" http://neilsa.org/erate/consortdocs04.html
for all the libraries. Libraries who do not respond are "dropped" or
not included in the Form 471 application, which effectively drops them from
the Consortia. Some libraries will withdraw during the year and we
work with them to see that they are legal in the e-rate sense.
(2) The note below is from Judy
Jones at the State Library and is intended for those libraries who do their
own e-rate, or should. My recommendation is that you always check out
these messages from Judy, it will help you keep informed about where things
are in the e-rate "flow", as well as having a general knowledge about the
program. Note: About 140 of the 54? libraries in Iowa have LSA
involvement in the preparation of their e-rate forms. Almost all of
them are in NEILSA or NWILSA, with about 3 others that I do for some reason
or other.

filter that someone would admit to using, worked on an individual machine
as well as a network and was CIPA compliant - I gave up and called Apple
who suggests that you look at the offerings at:

At the end of July we will send out a request for bills from all libraries
that have not received their credits, these will be used to file for reimbursement.
The filling for the B.E.A.R. (Form 472) will go in at the end of
July and we will close the Funding Year 2003 at that point.
BOTH: When do discounts start? When the vendor gets approval
from SLD, is the simple answer. The more real answer includes; when
the vendor gets it through their bookkeeping system and on the bill in the
next billing cycle. All that is dependent on the Form 486 being filed
For Consortia libraries; Form 486 have been filed for all but B.E.A.R. (Form
472) libraries and a confirmation was sent to the library. The confirmation
was faxed to your library (IF your fax is on & working). The confirmation
is a sheet with about an one quarter page of boilerplate (standard copy)
and below it will be one or more paragraphs of SLD printout appended to the
top part.
IF you did not receive it, or if it was incorrect and you have not
called please let Glen know.
Non-consortia members e-rate: I
have begun to review FCDL's from SLD for "special" apps, so keep your eyes
open for your FCDL for next year IF you have a simple Priority I (POTS &

Building Consulting Grants
The State Library
allocates Library Services and Technology Act (LSTA) funds to provide
Iowa libraries with building consultation. These grants allow
librarians to get professional advice from impartial consultants who provide
guidance and recommendations to library staff, city officials and the
community on the extent and complexity of a building project. The
building consulting grants have been funded by the State Library since
fiscal year 1994. Grants of up to $2,500 will be awarded as funds
are available. A library that has
received the entire $2,500 grant is not eligible for another one.

Education Agencies. The chief administrators of the Iowa AEAs formed the
IEC as an independent, tax-exempt, nonprofit institution supporting the
