Be kind to your CITY CLERK Month:
Try and get all your bills et. al. in to the city clerk as soon as you
can. Your city clerk has to get everything balanced, closed and do
the equivalent of the "Annual Report & Survey" plus other paperwork and
have it all done by July 1, 2004 so this reminder is to be understanding and
get everything in as soon as you can.

Good News/Bad News:
The good news is that 244 public libraries have filed a Direct
State Aid final report. That leaves 234 that have filed a Status
Report but not a Final Report. The Final Report is due July 31,
2004 and is a requirement for Direct State Aid in FY 2005 (July 1, 2004-June
30, 2005). The report is on the Enrich Iowa web page. You are
welcome to print it off and send it in.

The Access Plus Annual Report form and directions are on the web at:

Libraries that are closing for the summer at this time are encouraged to
print off and send in the reporting form.
The Access Plus Annual Report for FY 2004 is due July 31, 2004.
All transactions must be documented. Transactions through SILO or OCLC
do not require additional documentation. Items requested by phone,
fax, or
printed form must be recorded on a transaction log. The Transaction Log may
be used to document non-SILO, non-OCLC transactions.
The reimbursement rate is $2.00 per transaction, although the number of transactions
reimbursed may be prorated if claims exceed the balance available.
The actual reimbursement rate in 2004 was $1.70 per transaction.

Good Morning! Today's EYE-OPENER is the fourth in a series of
articles on continuing education, looking at NWILS c.e. policies and training
opportunities. Last week previewed some in-person workshops coming
up this summer and fall. Today, a look at some alternative c.e. venues
available to you.

1) Beyond In-Person Workshops: Face-to-face workshops remain everyone's
favorite education format. And it's our staff's favorite too!
However, time, distance--and now ugly gas prices--are legitimate reasons
to take full advantage of alternative training venues.
Like the ICN, celebrating it's 10th anniversary as a pioneering technology
in distance education. The LSAs and the State Library sponsor many
information sessions over the ICN each year, notably the Public Library Management
courses and "LIBRARY 101." Coming up June 9th, the State Library is
offering an EBSCO class over the ICN--check out all the details of time and

You don't have to be techie to appreciate the convenience of online classes,
like those sponsored by Web Junction. From Web Junction's website (http://webjunction.org) click on "The
Learning Center" tab and read about an assortment of technology-related classes
that you can take at your leisure, at your library. Here's the background:

including popular spreadsheet, word processing, and Web development programs.
Sustainability, Advocacy, & Outreach Series
A series of courses on keeping your library's public image bright and its
financial future healthy. The first course in the series, Media Relations,
gives you basic tools for engaging with print and broadcast media.

For example, something as simple as watching a library management video from
the State Library's AV collection can be awarded c.e. credit. This
video option is also a great way to include trustee training during your
monthly board meetings. So when staffing shortages and travel costs
pose problems, consider some of these alternative education venues--and let
us know how it works for you!
2) Time to Renew EBSCO: The time is here to renew your library's subscription
to EBSCOHost. Sign up now for the new fiscal year beginning July 1st.
The State Library and the AEAs subsidize this in large part; only a fraction
of the true cost is passed along to local libraries. The price is very
affordable: for public libraries, the base price is $25.00 plus .02cents
per capita. The subscription form is found on this page of the State
Library's website:

Simply print the form and indicate whether you are renewing or whether you
are a new participant. Fill in the necessary address information, etc.,
then send the completed form to the State Library; the State Library will
send you back an invoice. You can choose to be billed either before
or after June 30th--make that choice on the renewal form as well.
You supply Internet access--and EBSCO does the rest:-) EBSCOHost provides
a wealth of information, with literally thousands of online magazines and
journals, aimed at all age levels and a variety of interests, with much of
it in full text. In addition, EBSCO contains FUNK & WAGNALL'S ENCYCLOPEDIA,
EBSCO ANIMALS, and a reference set called OUR STATES. And remember:
your customers can also access EBSCO from home or from work, thanks to the
library's subscription.
Don't let training be the issue that stands in the way of participating--NWILS
is happy to bring training right to your door. Best done on a county-wide
basis, we have 3-hour class that gets you acquainted with the various databases,
with plenty of time allowed for hands-on practice with sample questions.
This year, the goal is to make every Northwest library an EBSCO library.
This is an important service to provide to your community: convenient
and authoritative electronic resources, at an affordable price, with training

At the end of July we will send out a request for bills from all libraries
that have not received their credits, these will be used to file for reimbursement.
The filling for the B.E.A.R. (Form 472) will go in at the end of
July and we will close the Funding Year 2003 at that point.
ALL: When do discounts start? When the vendor gets approval
from SLD, is the simple answer. The more real answer includes; when
the vendor gets it through their bookkeeping system and on the bill in the
next billing cycle. All that is dependent on the Form 486 being filed
For Consortia libraries; Form 486 have been filed for all but B.E.A.R. (Form
472) libraries and a confirmation was sent to the library. The confirmation
was faxed to your library (IF your fax is on & working). The confirmation
is a sheet with about an one quarter page of boilerplate (standard copy) and
below it will be one or more paragraphs of SLD printout appended to the top
part.
IF you did not receive it, or if it was incorrect and you have not
called please let Glen know.
Non consortia members e-rate: I
have begun to review FCDL's from SLD for "special" apps, so keep your eyes
open for your FCDL for next year IF you have a simple Priority I (POTS &
Internet) application.
Gates Foundation Follow-up Training:
Gates Training for Fall 2004 has been scheduled. The classes
will be 9:00-12 noon and 1:00-4:00. Day one is Teaching Computers
to the Public is offered twice. Day two is Troubleshooting Computers
in the morning and Computer Security in the afternoon. Each
of the classes will be limited to 25 people. The State Library will
take care of registrations. Online registration will be available
by June 4.

This was so popular at ILA Annual meeting last year that the room
was FULL and people were turned away.
Description: Get Organized examines areas of
your work life to identify ways you can be more efficient, ordered, and
organized. You'll learn how to:

* Eliminate the clutter in drawers, closets, and
on shelves and bookcases.
* Throw away stuff you aren't using.
* Buy office products that will help you stay
organized.

calendar, to-do lists, and address book.

Getting organized and staying organized is a great way to reduce
the stress in your life and feel more confident about yourself and the
work you are doing.

By Sept. 15: Ezra Jack Keats Foundation 16th Annual Minigrant Program will
award minigrants of $350 (a total of $40,000) to public libraries and public
school libraries for innovative and imaginative programs that combat illiteracy.

Building Consulting Grants
The State Library allocates
Library Services and Technology Act (LSTA) funds to provide Iowa libraries
with building consultation. These grants allow librarians to get
professional advice from impartial consultants who provide guidance and
recommendations to library staff, city officials and the community on
the extent and complexity of a building project. The building
consulting grants have been funded by the State Library since fiscal
year 1994. Grants of up to $2,500 will be awarded as funds are available.
A library that has received the entire
$2,500 grant is not eligible for another one.
