A Grim Forecast
A
report
released by the
Center on Budget and Policy Priorities
points to "
budget deficits in the range of $60 billion to $85 billion for state fiscal year 2004, which begins in most states July 1, 2003. The deficits represent between 13 percent and 18 percent of all state expenditures." The Washington Post calls it a "
grim fiscal forecast
." Utah is trying to address the shortfall without
hurting its AAA bond rating
. Meanwhile an auditor in Virginia suggests
bonding for large-scale technology projects
. It is interesting that the report shows no data available for Utah since the state has already
addressed much of the shortfall
during a
December special legislative session
. The Utah Public Employees Association is suggesting that the Governor use his veto to undo much of what they passed.
