Why Are All DC Comics Set In Fictional Cities?

Someone posed  an interesting question on a newsgroup.  In the latest run of Hawkman, the setting is "St. Roch" and it's fairly obvious that it's supposed to be a fictional reflection of New Orleans (or maybe Baton Rouge).  So the question is why not just set the comic in New Orleans?  This is one of those small details that sets DC and Marvel apart.  Every DC comic is set in a fictional city.  Superman -- Metropolis.  Batman -- Gotham City etc.  Every Marvel is set in a real city.  Spiderman, The Avengers, Fantastic Four, etc. etc. -- New York City.  In fact the only major Marvel character I can think of that has a home base that does not actually exist is Black Panther.  He's the king of a fictional African kingdom called Wakanda. 

So why is this?  I'm assuming that DC is just doing things the way they've always done them--I've seen reprints of very old DC books and they've always been set in fictional cities.  I can't believe that it's motivitated by much other than tradition and a desire to differentiate themselves from Marvel.  If there were legal issues in setting in a real city then Marvel wouldn't do it.
