The Basics of Human Identification in Information Systems
Roger Clarke, writing as a visiting fellow at the Australian National University, published in 1994 a thoughtful and complete analysis of the challenges and history of human identification. Clarke explores the alternative ways of identifying people, and concludes that there is no good answer, i.e., there is no method that meets all the requirements without seriouis social problems. A good bibliography is included in his research.

Information sharing improves, but is not there yet
Despite IT advances, terrorism info sharing still a problem for states. Although the federal government has worked to improve information flow, state officials say a lot of critical data isn't getting to state and local police, fire and medical personnel.
