1. As he and most of the general public understand testing, narrowly defined as pencil and paper multiple choice standardized tests, no, it is not the only way to identify and help lagging students. Nor is it the best way. In the sense that you need to regularly evaluate/assess the progress of your students, it absolutely is. And there are many many ways that a teacher, even a school can do this.  If we could broaden our understanding of "test," and validate in the public eye those more authentic forms of testing, then we would be on to something. Unfortunately, politicians and people concerned more with the pretense of progress, can only see the former, narrow understanding of "testing". 

 

2. Promises, promises. If you truly believe this, then fund it.
