Crackdown on E-rate waste demanded

So is the error in the management of the money from this program on the fed's end--in a failure to oversee and regulate how the money was spent; or on the various school districts' end-- in their lavishly irresponsible spending habits?

It doesn't seem that APS is in danger of losing the money as a result of mis-managing it so.
