WSJDespite red-hot oil prices, oil companies are restraining their spending on new projects, worrying industry experts, who fret that producers aren't spending enough to ensure adequate supplies in coming years.  NOTE:  The is interesting.  The oil giants see terrorist attacks against oil supplies as uncertainty that can't be planned against.  Any price improvement due to terrorist attacks will be treated as a windfall.  This demarcates the difference between the needs of corporate producers and those of customers and states.  In contrast, they would like significant new investment in reliable sources of production.
