Great, let's fill up the prisons with non-violent teenagers whose only crime was to give a friend a copy of a song. The other industrialized countries have about 1 prisoner for every 1000 citizens. We have something like 1 in 143 people in prison. Over 2 million people, with 450,000 just due to the war on drugs. Mandatory sentencing for non-violent drug offenders is the main cause for the huge increase in the prison population at a time of declining crime. Looks like we need to keep finding new ways to send citizens to prison. I guess imprisoning ourselves is going to continue to be a growth industry. And, as with drugs, I am sure that if this law ever sees the light of day, it will mostly be applied to minorities. I predict that it would never be used against a senior citizen giving a copy of an old Benny Goodman song to a friend. 2:42:17 PM
