Open Source Proposal in Peruvian government software

(Seen on comp.lang.python, oddly enough...)

(My summary): The Peruvian bill proposes to mandate the use of open source software in government ... MS responds, with an implication that this bill would "... completely eliminate the market for [proprietary software] firms." Nuñez deduces that if this were true, then "... the State must be subsidising the proprietary software industry" and suggests that the State should make its own decisions about what subsidies would provide the "greatest social value".

One amusing very minor point: the letter keeps mentioning "the Bill", capitalized like that, which might look a little silly to some (US) readers who may read that as "The Bill" == "Bill Gates".
