Steamboat Springs is seeking approval to get guaranteed flows in the Yampa river for a planned whitewater park, according to the Denver Post [June 1, 2004, "Towns clash over river uses"]. From the article, "The town recently constructed a pair of popular play holes in the Yampa River where boaters can roll, twist and surf when flows are right, but just how much water these man-made cascades need is at issue. The Steamboat Springs City Council applied for a recreational diversion on Dec. 26, 2003. Several dozen residents aired their views at a hearing Wednesday of the Colorado Water Conservation Board at the Steamboat Grand Hotel."
