From the article, "Colorado's drought history and future are written, in large part, by the fickle nature of oceans that lie thousands of miles away. While the oceans' ability to store and transfer heat dictates global climate, chapter and verse, many of the individual stories are written by a complex web of interactions among oceans, atmosphere, land and ice. It's a challenge that drew 600 of the world's most prominent climate scientists here (Baltimore) for an international conference. But the climate gurus fretted that there's little money or momentum to finance a global survey of those oceans."
