Chaffee County is asking for higher runoff each spring to protect it's whitewater industry, according to the Denver Post [May 24, 2005, "Arkansas River debate: Who grows with the flow?"]. From the article, "The county application seeks 1,800 cubic feet of water per second for six weeks during the height of the runoff season in May and June, 700 cfs for six more weeks, and 250 cfs for the rest of the year. State planners and traditional water developers call that waste. Irrigators and municipal water suppliers have already claimed almost all of the Arkansas River's flows."
Here's an article advocating new water storage in Colorado from the Rocky Mountain News [May 24, 2005, "Water storage urged"]. From the article, "Through the current drought, Colorado has been able to meet its obligations to lower basin states - California, Arizona and Nevada - relying on reservoirs built in the 1950s and 1960s - Blue Mesa, Flaming Gorge and Lake Powell - Hobbs said. Those massive projects were built nearly entirely with federal money. But that's history. The federal government doesn't do that anymore, speakers said."
Also from today's Denver Post, "The Animas-La Plata water project has received a boost from a congressional committee's $56 million allocation in the new federal budget, up $4 million from the current budget. The measure passed Monday by the House Appropriations Committee now goes to the full House, said Rep. John Salazar, D-Colo., among the Colorado lawmakers who lobbied for the funding. The Senate also will consider the funding request."
