Here's an opinion piece from Mark Holtzman in opposition to Referendums C and D, from today's Rocky Mountain News [July 20, 2005, "Speakout: Rejecting Refs C & D will set up comprehensive fix of budget ills"]. He writes, "Saying no to C and D will set the table for a comprehensive fix to Colorado's budget difficulties. The 2003 defeat of Referendum A's blank check for state water projects led to this session's innovative new Interbasin Compact Committee. With the defeat of C and D, we can include reform of Amendment 23 in any solution to the state's budget challenges."
