Referendum A is still the hot issue on the November ballot according to the Denver Post [August 11, 2003, "Water-project ballot measure rocks boat, critics say"]. From the article, "The financing program would be controlled by the governor's politics, and that troubles Western Slope leaders who have been burned by the political might of the Front Range cities and suburbs in the past. The bonds would be handed out by the state Water Conservation Board, with eight members appointed by the governor and one by the city and county of Denver. The governor would have final approval of any projects the board chooses.
