Sources say that Chavez has turned to Libya for the loan because he is loath to implement the fiscal and legal reforms demanded by the IMF. Venezuela's ministries of finance, and energy and mines, strongly support the appeal to Tripoli, but opinions are mixed at state-owned oil company Petroleos de Venezuela (PDVSA) because Chavez reportedly has offered to collateralize the bridge loan with future oil sales and/or PDVSA assets in Venezuela and Europe.
